Firefox/Chrome will not open after virus removal

My laptop was recently infected with a privacy.exe virus that launched a fake security offer to purchase "Privacy Protection". I knew it was a virus, and took measures to remove the virus. I also made sure it was removed by trying another way to remove and finding no residual files left. I ran multiple scans, and I'm fairly confident that it's gone.
BUT. I am not able to open Firefox or Chrome (I can open IE and Opera, however). Clicking on the icons, my mouse shows the circle when things are loading (I have Window Vista, btw), but no browser opens up. I checked my Windows Task Manager and it shows the .exe files, and their Memory, but they do no use any of my CPU, which is weird because my internet browser is the .exe file that usually utilizes most of whatever percentage of CPU Usage that I have.
I have completely un-installed Chrome/Firefox (no saved bookmarks/history/etc), and re-installed it, and also restarted my computer, but I still have the same problem.
Help? I absolutely hate IE/Opera, and if I have to see them crash after opening 5 tabs, I will uninstall them with gusto to the Darth Vader theme. :/
