? (question marks) in web pages

Boy the new web site sort of sucks to navigate.

Below is part of a sentence I was reading, and I notice this is showing up more and more for me. And the (?) marks shouldn't be there.
Is it me or the other persons computer ?

(called her ?a quiet feminist? who ?in her own quiet way is relentlessly dedicated? to libraries.)

I might have something else related or maybe not.
I can't seem to open javascript links anymore by,
right clicking and "open in new window" it opens a blank page.
Even though this stuff worked before and I never install or use java.

It typically represents characters that are not displayable due to the language/font/character encoding settings. You can try adjusting your browser's settings, but if they're at the defaults I would y it on the website you're visiting.

As to Javascript, right-click and open in new window shouldn't work...you must left-click and let it open in the current or new window as it has been designed. Just a characteristic of the beast.

Hmm,
I have been using the right-click, in hotmail for years,
all of a sudden it doesn't work, and sometimes I see in the lower,
left of my browser inside the webpage, a sort of popup window, that
briefly says "working on your request".
That only happens about 1 out of a few hundered emails or views if
you will.
It seems to have happened about 1 week ago or so, and when it did it
was like a drive by infection or something, I tried do to my right
click new window option and it took a minute like a loss of
connection and next thing you know I have this problem.
As for the question marks these happen all over including here at cnet, It seems look like they should either be spaces, or '
characters. I'll look for a page and put it in here when I run across
it.

I notice that when I click a link the scroll bar on the right is not
up top, it's about hlaf way down now.

Here is what this particular message from my local newspaper looks
like while in my inbox, but when I go to the page it looks correct.
And I changed both pages encoding to match the one that looks correct,
(The newspaper web site).

‘Hellboy II’ is what i see now (FF2), but if i change the encoding:

more encodings
east european
baltic

i see ?Hellboy II?

it's trial and error sad

The default here is Western (ISO-8859-1) and it displays the quotation marks and all other characters normally. Adjust the character encoding and the problem should be resolved.

I only have
Western European (Windows)
Western European (ISO)
it is on Auto Select / Western European (ISO).
Right this second.
But in my hotmail inbox it says it's on
Auto Select / Unicode (UTF-8).

Unfortunately I doubt this will solve my Javascript problem too, Lol.
And I don't have IE in my add/remove programs list so I can repair.
Atleast that I can see.
