think I deleted BIOS, how to reflash?

I have an old pentium 2 233Mhz that I wanted to see what happens if the speed is incresed with the BIOS by moving the J8B2 jumper before startup. I did the steps wrong and now the computer does nothing. I understand I need to do a flash boot recovery using a recovery disk. I have no disk and did not make one.
The main board number is IKAL74202993
I think it used phoenix BIOS
compurt was a discount mail order special and I think the case lable said ventx?
Shouldn't I be able to download the needed software? where?

That's not a Windows 95/98 issue at all. So you won't need any Windows diskette or disk.

A BIOS update must be downloaded from the site of the maker of the motherboard, and you must know the model.

You can perhaps repair a BIOS problem using the information posted on line at -

The manufacturer will have printed the model number of the motherboard (and perhaps other details) on the motherboard itself, usually in white lettering that stands out.
