OEM Windows 98 SE install CD general question (Compaq)

I no longer have my old Compaq PC, but I have the never opened Compaq CD for Microsoft Windows 98 Second Edition Operating System, along with the COA/Product Key and manual.

The CD reads "only for use with Compaq Restore CD". Is this technically accurate? I haven't tried to install the OS on another computer and seeing as I how I'm not trying to do a restore (just a fresh install on another computer), I'm guessing I should be able to insert the CD & go from there. Is this correct?

OEM licenses die with the machine.

Technical vs. legal

THANKS for the quick reply. I now understand the legal implications; hypothetically though, would the install disk work on another computer? Although many old PC's came with this kind of license, not all had the "restore CD" process, so I'm wondering about the standalone viability of the CD.
