I have written many posts related to SEO on a marketing forum and will now give you my three cents worth.
The short answer is both, however here is the problem....Most websites are not keyed for SEO. The basic foundation
to your website lies in how it is programmed and structured. Back links are not taken serious if the content it is pointing to does not support the link in the first place.
How many times can you spin a post before it is no longer "unique"? It does not matter if it is in a article or blog if the content is not relative to the site your trying to optimize traffic to.
What I think your trying to do is gain traffic by means of what we call "free traffic methods". There are many so called guru's selling packages that boast articles and or blogs, none of which will work due to the fact that they do not teach you the basics. This is how they get you on the up-sells. Before you know it your hundreds of dollars in the hole due to information overload. I call it "Miss-Information Overload".

The 5 Basic Keys!
Go back to your website and start with the landing page.
1) Domain and Hosting
A website hosted on a free server or service provider that hosts your site under their main domain will not SEO properly. Own your domain and Hosting Account. Free services are exactly what you pay for. Your domain should be related to the topic of your site.
2) Title
Your title should contain your domain.
3) Keywords/Phrases
Your keyword and phrases should be very specific on how people make searches, not what you think your keywords should be. In other words you are killing your SEO by having the wrong keywords or phrases due to competition of the same by not being specific enough.
Example:
Dog Collars, to general!
Black Leather Spiked Dog Collars....excellent...very specific!
4) Description
The description should contain your domain, title, keywords/phrases and content to create relavancy.
5) Content
Your content is what your domain, title, keywords/phrases and description are about! Do not forget to re-name your images based on what the actual picture depicts. Bots can not see the image.
Example:
An image with a dog wearing a black leather spiked collar.
Image Name = dcs_12345.jpg......BAD!
Image Name = dog_with_black_leather_spiked_collar.jpg....GREAT!
I hope this helps you out...SEO is a science and has to be approached as such...without the basics all of your theories and formulas will not produce measurable results.
