Hello!

Is it possible to "own" a domain name? If so, what is required, and what is the process, to become an owner? Is the domain name registrant the owner?

If you go and buy a domain name for 3 years, you are the owner of that domain for 3 years. There isn't anything you have to do besides the registration. You can own a domain in about 15 minutes.

Register a domain and you own it

All you have to do it go to one of many secure and trustworthy domain registrars and sign up (paying the annual fee/register fee). As long as you keep paying to renew it and keep it registered, you are the owner of that domain.

I would suggest any of these registrars: Godaddy.com, Directnic.com, namescheap.com, eNom.com, Eurodns.com

You can own a domain by purchasing the desired domain from a registrar. First you have to check whether the desired domain name you need is available. If available you can buy it from the domain registrar website either through credit/debit card. .com domains will cost around $11 per year.
Owning a domain doesn't mean that you own a site, for that you need a hosting account and you need to add the name servers with the registrar.
