If you are just doing your own Home Page, then do it yourself, but if you are intending to set up some professional/commercial web site, then unless you have extensive experience yourself in web site design, you may be better paying a professional web design artist to do it.

You might consider asking yourself what is it that you want to accomplish before going ahead and making a decision?

Is your goal to build websites or are you trying to run a business?

Do you have a background in design?

Are you trying to promote a business and you want people to have a unique and memorable experience is it ok that your website looks like others?

Do you have a background in graphic design and/or marketing that will help you accomplish your goals or would you require assistance from those in the industry?

Are you planning to market you site in the search engines or will you be relying on links from the social media and other forms of advertisement?

These would be some of the questions I think you might want to consider before making a decision. Although this is just one developers opinion.
