Acquiring quality links

Hello everyone,
I am new to SEO and have been doing a lot of research lately. Something that I've read A LOT is acquiring quality links on page with a high ranking. BUT....how does one go about getting their link on these pages??
Here is something that I read on a LinkedIn group discussion:
"These factors together are far more important than simply the total number of external links that you have to your site.
So, the first step is to identify websites with a high page rank where you can place a clickable link to your website. For these links to be of a high quality they will need to be Do Follow links. These are links that Google will follow when crawling the website which contains your link."
So I'm hoping someone can help me and answer a couple of questions.
1. How do I get my link on these high ranked pages? Do I email them? Call them? and do I need to pay for it?
2. What does "Do Follow" links mean?
