Don't forget about hosting...
Well, if you've found tutorials you're already on the right track. If you want to go basic, you can just type basic HTML code into your notepad document and save it as an HTML file.
However, once you have your actual basic site ready, you're going to need to pay for hosting and upload your HTML code to the host server.
It may save you time to use one of the website creation companies, where they have pre-made templates, you can pick a nice clean look that you like, and then insert your information. They go for like $10 bucks a month. If you're steering away from those because you feel you're using the same look as everybody else, you can customize the look by pointing and clicking (rather than spending time how to code the HTML aspect of it).
However, if you're sticking to using notepad:
This may seem really kiddish, but i'm not kidding - it has a lot of HTML you can paste onto your notepad to add some cool features onto your site!
