Believe it or not. Notepad can be used.

Your specification for this software is so lax that we can start with Notepad. The first web pages were made with a text editor.

free software?

Well I think most people have already stated the coding can be done in notepad (I'd recommend downloading notepad++) however, the DESIGN aspect, like making buttons and whatnot, will need to be done in a graphical program such as photoshop. Of course photoshop is not free, but GIMP is! You may want to checkout drupal templates as well.

Check out this flash website builder for windows -- which you can download and install on your PC. You can build a flash site quickly without any coding as its template driven. Good starting part if you have no any HTML or Flash knowledge. You can try other tools later on if you are ready to learn more.

I'd also recommend NVU. I've made the following sites with this and notepad for the css-stylesheets.

Another good thing is to start reading some html/css (or whatever language you end up using) guides on the net they are often very well written and extremely useful.

If you have an yahoo account? Then you get a free geocities account. Part of geocities they a a web builder.

Other wise you have to use a template and hard code the site.
