rectangular picture/information block

I have been seeing this a lot lately and I want to utilize it for a site I'm building.

It's a rectangular block below the header, such as on the whitehouse.gov site.

Usually there are numbers in squares at the bottom that you can click on to cycle through various pictures, or even videos.

There must be a standard way this is built, and also maybe an interface where you can change the info and the pictures or videos. Does anyone know?

I could construct something like this but I have a nagging feeling I don't have to.
