"found new hardware" balloon not showing up for usb wireless

I have a number of problems going on right now with my niece's desktop.
Firstly and more annoyingly, it just shuts down when it wants to. When I first booted it up it said that it had a low battery voltage and to pick F1 to continue on or F2 to config. It's a new Dell so I looked up this problem on line since I had never seen that before.
Turns out it's one of two things or both.
One. It doesn't like some surge protectors and you have plug it into the wall or a better more high end version.
Two. The battery on the mother board is the problem. It can be loose or needs to be replaced. There were a high number of issues with the batteries from Dell lately. So it's believed that they got a bad batch.
Now that was just FYI. Now I'm looking for an answer to the name of this post. I plugged in a GSky USB wireless adapter and of course the computer wanted to install it, but this computer hasn't been on line since we got it a month or so ago.
So I let it look for drivers hoping that they were all ready on the computer, but they weren't. Then I did a dumb thing. I saw the balloon notice with the question if I wanted to stop any further notices of finding this hardware. I said yes thinking that I could just go to the device manager and see it there once I got the drivers on my usb drive to install the wireless adapter.
No dice. I can't find this anywhere. So my question is how do I turn back on, what I turned off and shouldn't have?
Has anyone come across this problem and know how to fix it?
