Windows xp home edition

I bought this IBM thinkpad that has windows xp home edition installed. I I was trying to tether it with my cell phone which didn't work. I so I closed out and shut down. I the next day a friend of mine told me where I went wrong. I but when I booted up it went traight to safe mode. I I have tried everything to get safe mode off. I tried the f8 button I found that there was a bit error with (IBM PM Device), so I followed instructions given to me by the Microsoft Windows help centre they told me to delete IBM PM device and to reinstall. I tried to but can't because it's in safe mode and won't allow it. I have tried every possiible way to turn it off but it continues to boot up in safe mode. I how do I get off of safe mode PLEASE HELP.
