How do I upgrade to Windows XP Home from Win98?

I need to upgrade an old computer OS. It's currently running Win98, and I'd like to run XP. Is there a free or inexpensive download available? What is the best way to do it? Thanks. Ed.

If downloaded, very likely to be illegal, thus no security or software support from Microsoft.

Steps:
1. Find an currently unused XP retail install CD (you will have to register XP and need a valid license key). It's not free.
2. Boot from it. Better delete the current FAT32 partition and replace it with an NTFS one.

I'm talking about a Microsoft holographed CD that installs the version of Windows XP you need (Home, Pro, Media Center). It's nice if it is SP2 or SP3 already.
