windows XP problem on Inspiron 1501

After tinkering with msconfig and returning it to normal The bottom of my desktop screen turned white and I could no longer get on the net. Help!!!!

It might depend on what exactly you tinkered in what of the tabs of MSCONFIG and what "normal" means, but it looks like a hardware issue.
