Proxy settings in Console1

Hi all,

I am sure this is an easy solution, but by some weird reason I am drawing blank on it. I am trying to permanently disable proxy and only give access to two websites on a PC. I know, I did it in the past via Console1 in 2000 (there is one in XP as well). I know I could do it via GP in AD, but this PC won't be a part of DC, that's kind of why I am doing this ass backwards. I know, I can go in Internet option and change it that way, but it won't be permanent.
