Which device is XPe embedded into? It might be significant.

But it 'may' be possible to upgrade IE6 to IE7 here;

However I see that only applies to XPe with SP2.

This is embedded into a rugged PC (sealed, no fans). CPU is a "VIA C7 / Eden 1GHz", 512MB DDR2, 40GB HDD. It is connected to a LAN and has 4 USB2 ports. There is no CD/DVD reader.

Such an update is done by the folk that created this XPe image. This is rarely to nearly never an option for the end user because we use this system to lock out such changes.

It's one of the oddball things we were asked to do. It was not funny later because the client was upset that it was indeed locked down. The lockdown was there in the specification and you guessed it, later they wanted to update it. We could update it but at a cost...
