Clarification request: How about if you try Safe Mode?
When you created your post there was a paragraph at the top of the window you typed the message in that said:

I underlined the really important part because without that information you have us working with blindfolds on and hands tied behind our backs - can't get much done that way.
In your case, since the monitor might well be the problem you should also tell us the name and model and model number of the monitor.
If you try booting a bootable CD what happens? If the monitor functions OK this would tend to point to a software problem on the PC but if it acts the same it would tend to point to some setting on the monitor itself or possibly the graphics card in the system.
Without additional information that is about all the guesses I have and that is all they are at this point.
