Seems you've answered your own question. And let's just think about what you're asking for a second. You want to be able to go to questionable sites, meaning you want to be able to INTENTIONALLY put your system at risk... But you want Avast to not only protect you from your own stupidity, but do so without trying to alert you to the fact that you're doing something incredibly stupid.

AV software, and all the rest, is only going to be able to do so much to protect your system. The vast majority of security today is up to you, the individual. It's YOUR responsibility not to go to questionable websites unless you're willing to deal with the consequences. It's YOUR responsibility not to believe that email saying some rich Nigerian oil tycoon died and their lawyer is willing to pay you large sums of money to try and launder the money internationally. It's YOUR responsibility to avoid programs which are well known to be security hazards, like Internet Explorer and Outlook Express. There are plenty of other examples, but hopefully you get the point.

Just because you have an AV program running does NOT make you invulnerable to all possible threats on the Internet. Every security program has its own set of flaws and weaknesses -- usually the biggest is the person using them -- that can be exploited. They should be considered little more than tools to help ease the burden a little, not an excuse to become lazy and complacent.

There's one type of popup that notifies against using a site I was intending to visit. I follow their leads on that. They are very rare as I don't knowingly visit questionable sites. The popups that drive me crazy, are the ones where they apparently are blocking a site from gaining access to my system, a site that I wasn't heading towards in the first place. These pop up in the lower right corner, and even on what I know are not questionable sites, sometimes even when I visit my web home page, for instance. Even this site on occasion. They seem to be notification at how diligent Avast! is being. I sometimes get several in a row! Those are the ones I was complaining about. If I have my sound on, they start with a chime and an announcement "Threat detected". As I said, I appreciate their vigilance, but isn't there a way to get rid of THOSE popups?

configuring the "expert settings" for the real-time shields (particularly the Webshield and other areas that bother you.

If you open the Avast interface and click on the Help Center at the top right you can scroll down to Real-Time shields and you can read about what each setting does or doesn't do.
