If it is the Avast! Network Shield doing this, you have something on your system that is trying to connect to a url that Avast! has blacklisted (usually for good reason) so it is either a program you have knowingly installed doing this, or you have an underlying infection like a trojan downloader (and possibly an accompanying rootkit).
You could probably mess with the registry to disable the pop-ups, but I won't help you with that any more than I would help someone with AIDS find a one-night stand. Run a scan with something like Malwarebytes, maybe also an Avast! boot-scan......you might be surprised.
Now, if it is the Web Shield doing this as you browse, just understand the concept of "safe web site" is dated, legit sites can and do regularly get hacked, malicious scripts inserted, especially javascript heavy sites. Another very popular vector for malware is image searches, people say all the time, "But its Google Images, thats safe!" and then a rouge infection pops up and they jump to, "Google is distributing malware!".....neither of those statements is true. And if this alert pops on a site, please do your civic duty as an internet citizen and report it to the sites webmaster. It is loud and in-your-face, you are right about that.....but thats how it should be, imo.
