missing or corrupt <windows root>/system 32 hal.dll

I had this message on my old computer around 2 years ago. After I couldn't figure it out after hours of researching and trying different thing I decided to just get a new computer. But now 2 years later I decided I want to try to fix it again because I saw alot of people had fixed this problem. I read that you have to reinstall xp.
I turn my computer on and that missing or corrupt <windows root>/system 32 hal.dll message comes up. I put in the reinstallion disk but nothing comes up. The disk is
Microsoft Windows XP Home Edition
Including Service Pack 1
This is the only installion disk I have.
Is that the right disk??
Another thing I saw someone do is that they went to there system setup (F2) and change something to the CD drive so when the computer starts it reads the cd drive so it can reinstall. But I cant even do that because I dont remember my setup password it asks. If anyone can give me any informations besides just posting a link I would greatly appreciate it. Also if I can get past the seyup password without typing it in. Thanks
