You don't say much about when and where this error message is appearing. Such details are important in analysing a problem and offering solutions.

I checked the old discussion but but i cant solve my problam
two days before i installed IE 7 after that this error
i tryed to do like this same in your old discussion
tools-internet option-content tab- then ther is setting is locked
so i cant do any thing
also i cant see the IE 7 in control panel in aad /remove option to unsinstal
so pls help me solve this error or how to un install I E 7

ImageShack is where you can upload screen prints of your IE and that Contents tab. http://imageshack.us/
IE7 does not appear in the Control Panel. It never has done.
IE may appear in Add/Remove Programs accessible from the Control Panel. If it is listed at all, it will listed as "Windows Internet Explorer". But using that doesn't uninstall it, It just hides it from the OS. You cannot delete IE from the OS without causing serious damage to the OS.
If your IE7 > Tools > Internet Options > Contents tab does nbot have a section for "Feeds", then this may not be IE7.
In case your system has been infected with malware I would download, install, update and scan with, both of these two utilities, Malwarebytes' Anti-malware and SUPERAntispyware.
