Technically it was NEVER called the system tray. People just adopted that name because the process for displaying those icons is called "systray.exe". The official name has ALWAYS been notification area however.
Other than that, you're spot on. Those icons are generally a fixed size, and do not scale up. A lot of people probably aren't even aware of the fact that program developers have to specifically design notification area icons, and they are separate from the main program icon. Icons aren't a scalable image format, so you have to specifically design icons for different sizes. Otherwise they look like pixelated garbage if you try scaling them up.
