2nd IDE drive not recognized by XP

I am running Windows XP SP 3 Media Edition on an HP A1320 Desktop machine. I am trying to add a second drive ( Seagate 160G ATA100). The drive shows up in bios and in the device manager under disk drives but it does not show up in Disk Manager nor does it show up in My Computer. The drive also shows up as a secondary IDE master in the Seagate Utility. The original drive is a Seagate SATA drive that is on a differnt bus. There is no problem with the priamary drive.
The new drive is installed on the secondary IDE bus. I have formatted the drive using the Seagate utility. I have checked the cables and the drive is set to Master. It is the only drive on the secondary ide bus.
I have narrowed down the issue to Windows loading multiple secondary ide device controllers. There is only one device on that bus. Through a process of elimination, I know that the third instance of the Secondary IDE device controller is the one that should be there. It is the only one assigned an IRQ. I have tried disabling all the controllers and rebooting but the three device controllers re appear and the windows pops up threee different new device messages on loading.
I have another external USB drive that I can attach. My computer see that drive and has no issues.
My question is what could possibly be causing XP to load two phantom ide device controllers that arent needed that are causing an obvious conflict? I do use Zone alarm and StopZilla for virus/popup/firewall protection.
