One website / One Computer not working

I had a problem happen about 3 days ago and have been working on a solution since.
Here is my problem.
I run an IRC client for my website at freejavachat.com
A few days ago I could not connect to this website.
I thought since it was 9-11 may be some servers got attacked.
Then I tried it on my other PCs at home/ from wireless to other PCs running off of my network switch. All of them load the site fine.
I have tried 4 browsers/ IRC client/ and Command prompt programs.
None connect.
I tried Tracert in CMD and timed out to start then connected after that.
I also checked spyware/ firewall/ malware.

There is nothing I have been able to find for a cause.
If anyone has any suggestions of ideas please let me know.

I now have had the website/ irc not go on one other pc after a virus update.
AVG Free was updated, and restarted. Then I could not connect to anything related to the website.
I figured I found the issue, uninstalled AVG on both computers.
One PC then worked for the website again. But the windows 2k PC was still problemsome and didnt work.

Then after tracert the website it looks fine, but when trying to connect VIA browser or other , it says it times out.

I don't know if I explained very well. Here is my summary.

PC1 Windows XP SP3
Website freejavachat.com does not connect to any chat rooms via Mirc/
or any browser to the HTTP website. Tracert gives time out at first then takes off to website.
Uninstalled AVGfree, it connects tracert, but not any browser or IRC clients.

PC2 Windows 2k
Website freejavachat.com does not connect to any chat rooms via Mirc/
or any browser to the HTTP website. Tracert gives time out at first then takes off to website.
Uninstalled AVGfree , still unchanged from connecting VIA browser or IRC.

I uninstalled zonealarm on the windows 2k machine and that made no difference.
My Windows Vista laptop can still connect though.

I contacted the ISP provider and they said it was nothing on there end.

The 2K machine hardly has anything on it. This is the easiest machine to troubleshoot.
