I tried xxcopy from www.xxcopy.com.
I didn't count, but I estimate their xxcopy command has some 200 switches. One of them is /TTC which keeps the creation date of the files it copies (or /TTC0 which sets it to today). But, alas, it doesn't work for the newly created folders, even in combination with the /bu (backup switch) or the /t (copy directory structure only) switch
Still, I think you specified a quite reasonable requirement, especially in the context of backup. If the alternatives like Robocopy and Synctoy (both from Microsoft) don't do it either, you might consider to contact xxcopy.com to see if they are willing to implement yet another switch meaning "keep directory dates when creating a new directory". It won't help, but I would second such a request.
