Scrolling Desktop

So I have an older (P4) system that I use for keeping file backups and such things. I recently bought a small 19" LCD TV, and decided it would make a good replacement for my severely aging 15" CRT. So, long story short, I connected the TV to the desktop with a basic VGA D-Sub cable, and proceeded to set my screen resolution to the TV's native 1366x768. Now, however, my adapter apparently "thinks" that my screen isn't big enough for a 1366x768 desktop, so it only shows me about 2/3 of the full desktop at any time (and moving the mouse to an edge of the screen scrolls the desktop in that direction).

I'm currently using the onboard SiS Mirage graphics, and the only other card I have access to is an even older S3 Savage4 that doesn't seem to support widescreen resolutions. There don't seem to be any relevant settings in the display properties dialog, or in the device properties for the adapter or "monitor." So I guess what I'm really looking for is the "manual" way to disable the scrolling desktop. Whether it be a registry edit or a modification to the INF file for the adapter or display, I'll take whatever I can get at this point.
