Can't connect to internet with ispiron 2200 windows xp

Sorry this is so long, Thanks for any help you can give.

The lap top shows internet connection but I can't get a browser to work.
I've tried both wireless and wired. I've tried direct link to the cable modem. I'm typing on a desktop connected to the same router that has never given me a problem.
I've done this
TCP/IP stack repair options for use with Windows XP with SP2.
For these commands, Start, Run, CMD to open a command prompt.
Reset WINSOCK entries to installation defaults: netsh winsock reset catalog
Reset TCP/IP stack to installation defaults. netsh int ip reset [log_file_name]
Note: the log_file_name needs to be specified, e.g. netsh int ip reset reset.log
