Outlook Express ( not responding)

My Outlook Express email freezes as soon as I open it. I cannot click on any options in the email page.
UI defraged, virus scanned , tried to reintall Outlook. Nothing worked yet.
I Have tried every step that I googled.
I use XP home Edition, Internet Explorer 6.0
Before I reformat and reinstall Windows XP maybe someone knows a simple solution. I do not know how to save my settings to put back after the reformat either. Yikes
Any help will be appreciated.
PS. the last time I tried a reformat I google instruction. There were so many different venues I decided not to do it.
