c:\windows\system32\userinit.exe error

Hi! I am gettin a c:\windows\system32\userinit.exe error every time I boot up. A command window is open and a 16-bit MS-DOS Subsystem window with the error opens. After the error it states The NTDVM CPU has encountered an illegal instruction. CS:053e IP:0e98 OP:8e 33a7 33 c5 Choose "close" to terminate the application. If I choose ignore the string after "...illegal instruction." just changes. If I press close it closes but there are no icons whatsoever on my desktop. This happens even if I choose Guest as the user (I have to users set up). If I do ctrl alt and del I can see that there are processes in operation, but I cannot start any applications. Please advise
