Accessible Issue

Im using a notebook HP Pavilion zt1180 with a XP operating system. The problem Im having is that when the guest login is used some software is not accessible, specifically internet access. I cant get a connection. When I try to check on my wi-fi connections the program doesnt stay on the screen, it just flashes.
P.S.
Is there a way to control what programs a guest can use from their login.

1. Create a new account.

2. Find all the programs you don't what them to run. Now in the Ownership of said files, make them a non-owner.

I won't detail file permissions since that's something of a "Windows Basics" topic and fairly easy to find on the internet.

Armed with just simple file permissions you can control what programs they can run.
