Can I use exsternal hard drve on pda

Yes I know how old everything is I just want to know if I can before I buy all hardware

I have an old HP Compaq iPAQ Pocket PC H3975 with a pc card expansion slot.

I want to connect this external hard drive: My Essential 500gb

With something like this pc card to usb

Or this sd card to usb
actually this option would be nice because i could also use it on a usbless device like a smartphone or thin and light.
