This answer is better late than never.
The only software I have EVER come across that can "call forward" is called "TalkWorks Pro 3.0". Unfortunately, it has not been sold for almost 10 years, and the company that released it (Symantec) no longer supports it. In fact, the software was designed to be used with Win98 and Win2000!
The software that comes closest to Talkworks' is "FaxTalk Messenger Pro", but it is inferior in many ways. For example, it cannot "call forward" incoming calls, nor does it have "multi-level options" for answering.
Nevertheless, I have managed to successfully use TalkWorks Pro with WinXP-SP3 as long as I don't install any updates. If I install any updates, the program starts to crash. Needless to say, it doesn't work at all with Vista or Win7. So I have a single really old, but still working, computer dedicated to the single task of answering calls for my business. I doubt very much if any other company will ever produce something with TalkWorks' features as the phone companies have basically taken over these tasks by charging you outrageous fees for the same features available in TalkWorks Pro. If Symantec did update their program, I would buy it again.
