"Undelete" software

Is there any software available for Windows XP to undelete files that have also been 'cleared' out of the recycle bin? There used to be a tool in the 1980's called PCTools to do just that sort of thing. I manage a part of the City of Cape Town's IT problems (Health Dept.) and most of the users are VERY computer illeterate - they frequently 'accidently' delete files AND then also clear out the recycle bin! The ones your looking for usually have "file recovery" in the description. You might also search the web using these key word as well. The results of these is generally "hit and miss", not every deleted file can be recovered.

There are also professional companies that do this but they will cost a good amount of money. Prices vary. You send them the disk drive they send you the files that they "can" recover. Financial documents, medical records, personal files, etc., might be recovered this way.
