If I was to look at speed being an issue, Virtual Dub is all too handy at cutting up and splicing together video content. Price? Free. Look it up at http://www.google.com Instructions are there, but can take some time for those that have not been doing any video editing.
This tool is, for me an important piece of DVD creation since many editors don't have much speed when cutting/trimming/splicing.
As to DVD creation, your "spec" is rather lightweight. You may just have to buy a DVD recorder and try the software that comes with it.
I will note that special effects are not cheap and the more you want... Let me put it the way they do in Hollywood... "Bring your briefcase of money."
