RE: Delete a folder which cannot be deleted normally
Having read the other replies to this post, I can say that they will all work.
What I would do in this situation is start the computer in safe mode. By doing this, the computer will start with minimum settings and startup items.
Starting Windows XP in safe mode is very easy, all you do is press F8 on your keyboard just as the Windows XP loading screen appears. Once in safe mode, windows will load to the desktop, from there you can find the folder/ file to delete and delete it as you normally would, then restart the computer, without pressing F8, and your computer will load as normal with folder/ file having been deleted.
However, there is no garauntee that the program or process with was using the folder in the first place, which stopped you from deleting it, will not just create the same folder again.
