D/L size different than scanned size

I downloaded safari.exe v 5.34.57.2 from download.com. The file size is 36.7 MB. I scanned the downloaded file with AVAST! v. 7.0.1466 which indicates that the file is 249.0 MB.

Could someone please tell me why there would be such a variance in the file size? I would assume that files from download.com are clean of malware and such.

The DL file was compressed so to do a proper scan it must be uncompressed.
