"Server Busy - This action cannot be completed." Popup

I am having problems with a popup that occurs every 10 minutes or so. It appears to be no more than a nuisance-level problem, but could be more. The popup appears in a smaller square box that resembles a Windows syatem message, but is not. THe Header reads "Server Busy", and the message below reads "This action cannot be completed because the other program is busy. Choose 'Switch To' to activate the busy application and correct the problem". Below it are 3 radio buttons - "Switch To", "Retry", and "Cancel" (greyed out). When you click on the "X" in the upper right corner to close the popup (which doesn't always work) it will eventually close - and then a few seconds later a new browser window will open from ad.oinadserver.com.
Has anyone else had this problem? I have tried numerous times to get rid of it with Anti-Virus, Popup blocker and Anti-Spam programs, but it will never go away.
I am running Windows XP.
