make sure "Turn on click lock "is unchecked. On Pointer Options Tab ensure "Snap To" is unchecked. In worst case on Hardware Tab>properties>drivers: Try "roll back drivers" if you have installed new drivers for a new mouse( some mouse drivers: Logitech etc are including spyware in their driver disks) or try "Uninstall drivers". When you do this your mouse won't work. Shutdown computer, and restart by pushing button. Plug 'N Play will find your "New Hardware"(mouse) and install a refreshed copy of the drivers you just uninstalled. I find this often improves behavior of mouse & cursor.
