1. If you will visit this great site --> http://www.spywarewarrior.com/rogue_anti-spyware.htm of Eric L. Howes, you will notice the # of garbage antispyware programs has grown.
Eric Howes has shared an answer:
QUOTE
All too many vendors simply see a hot market and are rushing out poor quality applications in order to cash in as quickly as possible. Still worse, most users aren't in a position to distinguish between high-quality anti-spyware applications and low-quality ones. Plus, many of these users are frustrated, scared, and desperate for any solution to the spyware and adware that is plaguing their PCs. When you throw all those circumstances together, you've got a marketplace ripe for unfair, deceptive business practices, and that's just what we've seen.

2. Defining Spyware - Until now the definition of spyware is in the dark. Debate has gone on for years over spyware and adware, with manufacturers of the applications defending them as legitimate marketing tools. Let's see who will win - the marketeers or the coalition.
An Anti-Spyware Coalition was created few months ago after the same group but less member but with the same intention collapsed.
Another problem are:
1. Browser's setting and the Browser - Any application that is popular is known to be vulnerable. Fixes here and there. The settings of the browser is not properly set.
What to do: Alternative browsers can help or configure whatever browser we are using by locking it down.
2. Techniques - Malware is using new techniques to infect users. The problem is the technique by users to defend their system is old.
3. Not Up To Date - Some users are conservative. They do not want to update or upgrade. We all know unsupported or outdated applications is a possible way to get infection.
See also - Don't be conservative. Malware aren't. Why you?
4. Education - Many users do not read properly before hitting "OK" or "Download" or "Submit".
I'm sure there are other problems..
