You will note there are three cases for intervention , Two dependent on the Secretary of Homeland Security, and one on the involvement of more than one Federal agency responding to the incident.
The Governor or local authorities are only 1/4 of the possibilities. All of this new response criteria post 9/11 were fully in place months before the start of Hurricane Katr

Well that blaming of local authorities certainly is what has happened anyway, with true Bushites (shouldn't there be two lls in there?) like Toni repeating the lie over and over and over again.

Now that's what the Feds were feeding the Washington Post through this period of inaction, but:

So, while agreeing that it was poorly handled, it was poorly handled by the level of government with all the authority, including signed States of Emergency from the relevant people, Governor Blanco and Mayor Nagin.
The delays in the arrival of equipment, helicopters food supplies and evacuation was all at the door of the Bush Administration and FEMA. Statements to the contrary are contradicted by documents, news reports and Statements during the Hearings following Katrina. Note the people in charge from Aug26 on were President Bush, the Secretary of Homeland Security and FEMA.
Bush Blew It, and the whole Administration Knew It. Hence the lies the inaccurate briefings and the cover ups, and "Let's blame the locals, they're only #@%!ing Democrats anyway."
So put it to rest Toni. As with all your other screeds it doesn't stand up even to Snopes, let alone deeper investigation.
