Does this sound legal? or should be legal?

While I'll defer providing the link at this time, a local political news report is suggesting that a congress person from another state (Calif) is providing funds to a candidate of their own party in my state (Ohio). An additional sum is going to a PAC which also supports the Ohio candidate. As I read, this money is coming from the other person's own successful campaign to win office. I'm presuming the money went unspent during the campaign season. I would think that a donor to an individual's campaign should not have their money diverted without consent. As well, I thought PAC money was treated differently. Perhaps I didn't read the article correctly but something seems devious about this.
