Need help with Office 2000 and formatting

I have Word 2000 and I am creating a document that has a "fill in the blanks" type feeling to it. My question is, is there a way to have lines that you can put text onto without the line moving because all you did was something like this "_______________".

To put it another way if this is hard to understand and you really have the kindness in your heart to help happy. I just need something that can be a line with words on it, but like a template. not like this "_______hello______"

This seems like a case to use Forms in Word. The Word help for Forms will tell you a lot. Some other helpful links:

These are for more recent versions of Word, I'm afraid, so details might be different in Word. However, the idea is the same, and I don't expect important differences.
