Virtual Device Driver format in registry invalid

Windows 2000 Pro, Dell Latitude. Received a "16 bit Windows subsystem error" after login and when desktop comes up.
Error read: System\current control set\control\virtual device drivers.VDD Virtual Device Driver Format in the Registry is Invalid. Choose "close" to terminate the application.
Any ideas on where to start?
