How to set up a guest account and save administrator desktop

I have put my old PC with Win 2000 SP4 into use as a guest PC for our B&B. I put all types of links and information on the desktop for people to access. Problem is when I set up a guest account (actually I set up a user-type account for guests) with its own password it loads a basic windows start-up screen without any of the administrator desktop settings. I really don't want to leave this PC which is still working very well in a permanent administrator mode but to allow guests to use including the desktop links, without being able to change settings.
Does anyone know how to set up a user password account and still keep the original desktop?
