where is the services applet in windows control panal at?

I have a athlon 2100 professional 2000 and I am trying to clean it up.I uninstall nortons 2006,it had 3000 things in quarantine and it would not let me delete them,I thought that it would delete them when it uninstalled but I was wrong.Also this pc has pc-illian 2000 still on it
I can't delete it,it says turn on the 'io' something in the services applet in the windows control panel.says got a fatal error running the installer.I ran spywaretermiator with clam av and it picked all the quarantine stuff from nortons and could not uninstall or delete it,it did say try to do it in safe mode.I could not find the folder in app data no where.I found this pc and it is pretty fast for what it is.I went to control panel/administrative tools/services to look for trend micro or pc-illian but no luck.I think I need a program that forces programs to uninstall,does anyone know of a good one?I tried ccleaners
