SAFARI ON LEOPARD 10.5.8 TOO SLUGISH TO WORK

I cannot use safari . The little wheel will not stop spinning. I am now using firefox with no problem. Can anybody help on this

Is Software Updater up to date?
Have you tried resetting Safari?
How much RAM
Capacity of the Hard Drive?
Hard Drive free space ?

I downloaded the safari for leopard again
I have 91gb left on the computer
i also installed the 10.5.8 combo again
This is a mac mini with 40 gb of space
