Looking for adaptable application for Mac OSX 10.5.8

for the purpose of keeping track of cats in a shelter. It would require movable tiles with thumbnail pic and name, with more info when hovered, to indicate ever changing locations in cages, depicted as boxes around different sections, representing rooms, as well as an area in the center of some sections for free roaming cat/tiles. I hope this description is not too incoherent. I know there are apps out there that have the right elements, i.e. many of the web games I have viewed as well as a GUI scheduling program I use at work. Thank you.
