Make sure that English is at the top of the list.

This just happened to me. System Preferences had and continues to have English at the top of the list. Anyone know how to fix this?
Weirdly, I discovered this on the birthday of Argentinian author Jorge Luis Borges. But I guess it's not some sort of obscure tribute.
