Newly launched applications open behind already running apps

Beginning a couple weeks ago, when I launch an app it opens *behind* windows of already running apps. I've searched Finder Help to see if there is a preference I can change to stop this behavior, but so far no luck.

Any help greatly appreciated, Thanks!

24" iMac Intel Core 2 Duo
2.8 GHz (late 2008)
OS 10.6.1

I have noticed the same problem. It is very aggravating! I need to figure out how to fix this SOON.

15" MacBook Pro (2.4 2.2 GHz)
OS 10.6.1

I also see the same behavior within the same application. If one file is open, it stays in front when I open another one. That doesn't make sense to me.
