The picture you posted was a little small to really see anything, except the Exclamation points, but we get the idea.
Does this happen on ALL software that you try to install or just a select frew?
In this particular case, what was the software and what version of OS X are you running on that Mini?

I'm running Leopard on my machine. I tried to install Safari 4 as well as some new audio drivers I needed for my studio interface.

How much hard drive space do you have on that internal drive?
There is a possibility that the error refers to the lack of HD free space required to install a program. Some installs require at least double the application size to install.
Free space can be seen in System Profiler or by "Get Info" when the HD is selected.

Try Repairing Disk Permissions.
The system obviously thinks there is something special about that drive. Permissions "may" be the thing.
While you are there, you might want to try running First Aid, after booting from the OS X installation/restore disk.

Safari was out of Beta.
Running the Software Updater is not a bad idea. If anything is needed, it will be presented in the correct installation order. That includes the final version of Safari

I did partition repair last night. That did nothing. I ran software update too. There's nothing there either. My Mac is still under warranty. I made an appointment at the Apple store to see what they say. I now know I will never buy another refurb Mac.

So, I took the Mac Mini over to my local Apple store and I think I stunned the guy over at the Genius Bar because he looked at it with his mouth open and said he had to talk to someone in the back room about it. When he came out, he told me that I had to do an archive and restore of the system. Now, if anyone has followed this Mac forum on cnet, you know that my Mac had a problem coming out of sleep. I Took it to the Apple store, they told me to archive and restore. It sort of worked. I am a musician and I have lots of friends who are Mac owners and not one of them has experienced any of the problems I am having. Now maybe I'm crazy, but I have the feeling that there was a reason this computer was sold as a refurb.

Millions of other Mac users do not have any problem whatsoever downloading files.
